Blocking the pavement so wheelchairs cannot pass, blocking dipped kerbs, abusing disabled parking, blocking access to commercial premises due to disability or accompaniment by an assistance dog, - all these prevent disabled people from living a full and independent life.
Under the Equality Act, disabled people can only enforce their rights through civil action; companion legislation must provide for on the spot fines for Breach of the Peace just as is already provided if a person were to breach Racial, Sexual or Religious aspects of the law.
Persistent offenders should be charged with a hate crime.
Information needed to file a civil claim should be provided in presence of Breach of the Equality Act..
