Every other road user apart from cyclist contributes to Britons roads and adheres to guidelines set out by government. Motorists have to pay insurance, tax and MOT, even horse riders have to wear hi viz and a helmet when riding out and have public liability insurance. If you feel cyclists need to be insured or have some form of liability then please sign this as more and more drivers are being done every day in unfair cases.

Motorists get a fine for not wearing a seat belt, why should cyclists not wear a helmet?
