Various users of UK roads have no comprehension of what a road user should do: ignoring red lights, cycling on pedestrian rights of way, lane hogging, being abusive to Police & public alike.
Regardless of mode, all road users should be insured & competent as is the case with all other occupations and professions.
The law is currently not being applied
