Closed Stop flashing bicycle headlights

Flashing bicycle headlights are dangerous for the following reasons:

Can cause photosensitive epileptic seizures.
Can be missed in mirror checks by drivers if the light flashes off at that moment.
Distance from the bike is near impossible to determine due to the flashing action.

I would like the government to re-asses the necessity of the flashing light, and in some way reduce or remove their use - recommending the steady light for safety reasons.
