When the Child Maintenance Service fail to secure payments due to their own poor processes and inefficiency they should be forced to make the payments to the parent with care of the children.They can then chase the non resident parent to repay them. This is how it works if you are on benefits. Why discriminate against working parents whose children have a reduced standard of living due to organisational error and incompetence.
