We call on the government to include small and medium sized businesses in the upcoming Carrier Bag Levy legislation as a means to protect the environment and reduce complexity of the levy.

We believe administrative burdens on start-up and growing businesses in England can be avoided by following Scotland and Wales' precedent and exempting them from reporting requirements.
