Rejected petition Delivery Driver ID'S

I works as Front of House Manager in an office block & have noticed the increasing number of delivery drivers, I have often wondered why all delivery drivers are not vetted & given ID's or some sort of pass that would be recognized as proof of them being an actual delivery guy. I think with the global threat that is occurring in the World today that these ID cards & vetting be made mandatory. Please look into this suggestion as it may save lives in future.
