I propose that anyone being admitted to a hospital or A&E for surgical or medical treatment should pay an admission fee, this should be small and be around £5-£20

On discharge, the patient should receive an invoice showing the price spent on them during their hospitalisation.

This will discourage those who waste time and encourage people to see what is spent in the general running of a hospital.
