Online publications of newspapers are not correctly managing or monitoring discussion groups and comment pages, which is leading to instances of 'trolling' (even to the point that the police are becoming involved in some cases), and the use of comment pages where there is no discernible benefit for making such forums available.

Stricter guidelines/legislation should be enforced which ensure that such pages abide by IPSO rules, and make it necessary for such organisations to actively manage/review posts which may breach decency, confidentialty or public interest matters.
