Make it an arrestable offence to wear hoodies, scarves, balaclavas or other facial disguises during/at public disorder events (e.g. riots, football violence)
Make parliament give police the power to request indiviudals to remove facial disguises on the spot during public disorder events. If indivduals refuse - make it an arrestable offence with a harsh fine or jail sentence.
