Rejected petition cut the cost of TV licence if the BBC take BBC3 off free view

If the BBC are removing BBC3 from the TV then people who pay TV licence without access to the Internet should get a reduced price as they are losing out on programmes they are paying full price for now, if not then they shouldn't have to pay anything at all.
