The laws should be changed so that harsher fines are more frequently implemented for those who drop litter, whether from vehicles or not. Councils and highways agency should be required to keep roads/streets clean to an acceptable level (at present they do not) and there should also be greater education in schools and a bottle bill could be enforced to deter the dropping of litter.
