Instead of pushing more responsibility on the Police and having them arrest those Binge Drinkers Using the NHS we make the individual responsible for their actions.

I therefore propose that people using the NHS specifically due to Drink related issues be allowed to use the NHS but that they should be charged for the costs (making them responsible for their actions instead of the Police), leaving the police to deal with public safety issues unless the individual becomes abusive or violent.
