Train passengers are foregoing more than £100 million in compensation for delays and cancellations.
This is due, in part, to passengers being unaware of their rights; confusing and differing delay repay policies between the franchise operators; and an overly burdensome process to reclaim any fairs.
Against a backdrop of increasing prices; increasing delays on certain networks; and National Express leading the way by implementing automatic e-refunds on the c2c franchise; the time is right for the government to renegotiate and standardise the "delay repay" scheme with all franchise holders, which should include the phasing in of automatic e-refunds. This should also be applicable to the London Underground network.
