To have a fully operational National Guard to deal with rioting or mass criminal behaviour. To be readily available at all times. To have the ability and powers to use whatever means to stop any person attempting to take part or taking active part in any mass riot or criminal activity.
To have powers to contain any area affected by such activity and to be allowed to assume that anyone in that area without just cause is attempting to take part in riot or criminal acts.
