In light of the recent riots across the UKs mains cities, isn't it time the police were given powers to call in additional resources to regain public order, without the need for a full scale political process or COBRA meeting.

What can be do to bring police powers up to a level were public safety and public order can be guaranteed whilst maintaining the rights of peaceful protest.
