Proposal information:

Child Benefit and Child Tax Credits would be paid for all children in the family home when an application to beneift is made. Any children born whilst on benefits, will NOT be funded by the state.

This means that if unemployment arises within a family, the household's full benefit will be awarded.

However if the choice is made, whilst in continued unemployment, to have a further child, this child will not increase their awards for Child Beneift or Child Tax Credits.

This will cause people to consider the financial implications of having a child whilst in receipt of benefits alone.
