Road tax should be at least halved for pensioners if they are the only driver of the car (it is insured owner driver only), and the car is not new (over 1 yr old).

Pensioners pay considerably more road tax per mile than other road users. Pensioners are the least able to buy a new super efficient car, do the least mileage, but have to pay the same road tax as people driving 10x the distance.
