A petition to place the option 'None of the Candidates' on all central and local government ballot papers.

If 'None of the Candidates' polls the majority vote then the constituency abstains in all votes until such time as a candidate can be elected with a majority vote. A subsequent election shall be organised six months after the previous one.

In the interim period, between majority elected representatives, a Civil Service 'caretaker manager' shall be appointed to manage constituency affairs.
