Rejected petition unfair council tax on empty properties between tenants

while my property becomes empty between tenants im being charged 100% which is unfair !!!
I will not be renting any of them now to dss tenants and my local council can find other houses !! if every body done this council would then not have enough properties for all the non paying people !!!
instead just pick on the hard working !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
