1. Remove Permitted Development for change of use from C3 Use Class((Dwelling House) to C4 Use Class (HMO) by means of an Article 4 Direction;
2. Ensure that where HMOs exist it enforces required standards;
3. That enhanced Landlord Licencing provisions are enacted; and,
4. Ensure that where breaches of regulations and standards are apparent they are subject to rigorous enforcement measures.
