Petition 0.1 donated tax to poverty

Create a national referendum at the same time of the government election(so it would be cost free) to ask United Kingdom if they would agree in having an 0.1tax implement where all the money gathered would be to financiate under development countrys in basic life necessitys such as food, water, light, security and health systems being this ones under the supervision of the UK government and people so that no money would be bad invested or get in bad hands. It would be great if there was some sort of system that could give infoarmation in a real time factor that the people could see how much its being gathered and where and how and by who and why it is invested in the under developed country.
