The constitution of a Voluntarily part time National Civil Guard, members of which could be called upon during periods of social disorder, disasters, Terrorist attacks, and other defined emergency situations.
Training of members to include fire fighting, advanced first aid and support to medical services ( pitching large tents, and other skills), Public order training, NBCR Training.
Suitably trained members of the National Civil Guard could temporarily be given the powers of Special Constables during periods of emergency.
