The government should consider the introduction of corporal punishment. This would act as a short, sharp and cost effective deterent for a range of offences. The tariff would be set out in advance and range from 3 - 12 lashes. The exact maner of delivery of the punishment to be considered in consultation with medical advice.

The severity of the punishment could be altered by the use of various lengths of cane or perhaps an alternative delivery device in the case of younger/older offenders.
