Anyone who is found guilty of arson, robbery etc during the rioting should pay for all of their damage. They should serve a prison term after being released they should have an attachment of earnings automatically sent to their employer. The money is removed indefinitely from their wages until the debt is serviced. If they can't get a job they aren't ever entitled to any benefits whatsoever.
