To create a National Service scheme which would be used to enrol youths who drop out of the education system with no employment, who cause anti social behaviour or who regularly commit minor crimes.

This would free up prison cells but also distill authority and respect in to these individuals as well as reducing the numbers of long term unemployed youths.
