Make it compulsory for all young adults to complete a short time of National Service, for example, up to a period of 3 months.
This should incude some form of disciplinary training, probably delivered via the military, and a period work to be carried out within their local community, either physical or clerical, which could inculde paper work for police.
The aims of this should are to:
Develop a sense of ownership within communities;
Install discipline and respect into all young adults;
Give those who claim to have nothing to do, something to do!
