Effective Law needed with penalties for horse owners who leave horses in ragwort (poisonous) strewn fields or tethered or carry on indiscriminate breeding to sell for profit, who break and ride foals, who leave horses without water, - these situations are monitored by the RSPCA, but the legal back up is not there currently. Hopefully the same law might cover the indiscriminate back garden breeding of dogs for profit, kept in inhumane conditions, again this is common and not monitored.
