Petition Stop Benefit for ANY PERSON who Fraudulently Claims ANY SUM of Money

Currently thousands of people fraudulently claim benefit only to punished and then allowed the re-claim later on. This is unacceptable and must stop. My petition is that anyone who makes any claim found to be fraudulent should be put on a Government register banning them from ever claiming any sum of money again.
