Surely with the riots now taking place it is time to stop touts and thugs from wearing clothing designed to conceal identity. It is a garment worn as a badge designating the wearer as a member of a group or genre ie a thug. There is no need for anyone to be wearing a garment with a hood in the summer. They are used to aid criminal behaviour and intimidate. They are a sign of our societies dysfunctional social decline. If you have nothing to hide, why hide.
