The government has cancelled the prison building programme.and made it clear to all offenders that criminal acts will be dealt with in a less harsh manner, which will include community sentences and reductions in the time actually spent in custody. This has led directly to a looters point of view as broadcast by BBC Radio 4 that "Its my first offence, the prison are full. I'll only get an ASBO, I can live with that, I'll carry on until I'm caught"
