Introduce “encouraged membership” (conscription by another name!) of an Emergency Aid Corps (EAC), similar to VSO but without the “V”.
The EAC aim would be to support those countries seeking emergency aid /follow-on support and assist UK emergency services in time of natural or other disasters.
Explore the use of retired military personnel using surplus military establishments and equipment (vehicles etc no weapons!) to provide command control and training.
Funding could be provided by diverting a significant amount of the Overseas Aid Budget.
Those of age 16 to 25 both male and female not in full time employment or education would earn the alternative to “job seekers allowance / dole” by attending initial and follow-on training and then being sent overseas or placed on “stand-by” for supporting the aims of the Corps.
The time seems right to test public support to this vision and debate its value.
