Why was there such alack of initiative across the country? Was police leave cancelled and Specials only called up in London and not across the Country when it had already spread to Birmingham. There seems to be a lack of iniative across all the UK police forces at the top. Why is this? They are supposed to be experts but all the UK gets are excuses.
