Create a law to deter people from disguising their identity in public. So as to escape punishment when committing crimes agains society.
If it was a public order offence peacefull demonstrations would not be affected. The only people affected would be those people in society who think if they are safe from prosecution by hiding their faces. They would not attack and victimise people or places knowing their faces are photographed ready for prosecution.
