Charge all drivers of foreign vehicles that come from countries which charge us to use their roads a fee to use our roads.

This could be paid for on the ferries and Channel Tunnel, and would apply only to vehicles from those countries in Europe that charge foreigners to use their roads. So, for example, vehicles from Germany would not be charged, but French, Swiss, Spanish & Italian would. The tax could be run much as the vignette system used by the Swiss and run annually with a month's "grace" on either side (like in Switzerland)

I'm certain that this would generate a nice income for the government
