Bring in conscription to the army for young offenders. That is rioters, looters and vandals, and maybe drug offences.
Teach them the meaning of discipline, and to respect other people's property.
Put them in the army for ayear, and send them to Afghanistan to support the troops there, to learn what it is like to be at the other end of violence.
