Closed petition put car tax duty on fuel, not the car

Whilst the roadways need maintaining the current car tax is unfair on drivers who rarely use the road. The current system is purely based on co2 emmisions and not on actual road use.
This is why car tax should be scrapped and a small charge put on fuel to tax road use. This would make it much fairer.
