A Proposal that regardless of the age of the defendant there should be a mandatory 35 year minimum term for convictions for murder. Judges discretion to impose longer terms remains but cannot in any case of conviction for murder be less than 35 years. Convictions for murder of any victim aged 16 or under carry a minimum tarrif of 40 years.
