Suspend the benefits of repeat offenders. Once charged and convicted give the offender two months of benefits in whitch time he/she has time to find a job to support them selves. Suspend the benefits for 6 month to two years depend on the crime(s) committed. With the money saved on this sceame the government could use the money to invest in to larger prisons to house offenders that continue to go and commit crimes when on suspepention and don't choose the job route.
