Rejected petition Sliding scale of parental responsibility for unlawful children

I believe that parents should be held responsible for the actions of any children up to the age of 16, on the following scale with the child being responsible for the remainder:
Child's age under 10 parents 100% for all appropriate fines and punishments, 10-12 75%, 12-14 50%, 14-16 25%.
Until irresponsible parents of unruly, unlawful and uncontrolled children have to take responsibility for their children nothing will change.
