When a parent or guardian has a child they take on the responsibility of bringing it up in a law abiding way until it leaves home or reaches the age of 18 when it can be tried as an adult.
If a child up to13 years is let out past 9pm at night to riot or cause criminal behaviour then the parent or guardian obviously doesnt care that they are not at home or where they are. so are jointly responsible for any lawbreaking child.
