The punishment for under 18 looters is way too easy! They need to be taught a lesson in order for them not to offend again. Many even re-offend because they know the police can't do anything to them and the worst that can happen is they'll be sent to juvenile facilities. Sending them to residential army style boot camps will definitely teach them some morals and make sure they do not re-offend!
