housing benefit should only cover up to a three bedroom property. parents, boys and girls each in a room. no increase in any benefit for having child five or any further increase. phase this in as pension age change was phased in so set a date 10 months on and say that all children born into families where there are already four children will not be eligable for extra payment/benefit.
