Stop giving free benefits, were applicable introduce ways to earn benefit. There are plenty of areas within the commmunity that people could be utilized giving them a sense of worth and a way to compensate for what they are being given. Review the job centers role ie pointless signing on, ridiculous job interviews. Create a job centre that sends people to work in the community, gives training and job experience.
