Petition Fines for uncaring parents

If a police officer has to take time to return a child to his/her home due to troublemaking or being unattended at a late time OR the child is troublemaking.... Then becuase the child is the parent's reponsibility and the officer's time is effectively taken up with the child and not on patroling the parent shoudl pay for the time used - say 30pd , after say three fines in a year a automatic referral to social services as dereliction of duty has ocurred repeatedly.
