Every person must carry a drinking licence which shall identify if they are legally allowed to purchase alcohol. this could also record what a person brought and where. The card must be seen by a shop owner or any bar, pub or club to allow any one person to purchase alcohol. This card shall be used to punish people for drunk and disorderly acts of violence and crime. The punishment shall be similar to that of a driving licence where points shall be issued based on the severity of the crime. A licence can be disqualified for a period of time in which that person cannot purchase alcohol. If a disqualified person is caught drinking the punishment shall be extended and the provider of the alcohol can be cautioned as nessesary.
