At the end of secondary education pupils should receive certification confirming that they have reached a basic level in the 3Rs and had an acceptable level of attendance. If this level is not reached, further study would be required to reach that level.

Without this Certificate:
i) unemployment benefit is not payable.
ii) it is an offence to employ a person without the certificate (unless they have some certified disability).
Note: This would hopefully focus both parents and children to the needs of and their responsibility to Society.
