In order to nurture respect in communities, teach parents to be parents by introducing the requirement of attending and passing a parenting course in exchange for full child benefits.

Benefits can be at a reduced rate until an acceptable level of socially responsible parenting ability is attained, whereby the current full amount can then be claimed.
