I am forced to pay £2 for a £1.65 parking fee just because I am short of appropriate change.

I don't object to paying for parking but I do object to fees which are carefully worked out to ensure that a motorist who is short of change pays extra for the ticket. Fee of £1.65 and you have just 2 x £1 coins? You should get 35p change, or extra time on the expiry time of your ticket.
