Petition Compulsory highway insurance for cyclists, electric scooters and horses.

I am a regular cyclist, there urgently needs new strict legislation as already in place for slow moving farm vehicles. Some cycling groups horse riders and electric scooters who travel slowly and cause obstruction on the public highway should pay insurance for the good of all.

As a car driver and cyclist travelling on the public highways, it is evident that the laws governing both modes of transport are very unbalanced. Everyone on the public highway should have to conform to the same rules regarding insurance and road tax.
